_Build_ depending on a runtime library, rather than its -dev, sounds odd.
Also, why is this dependency limited to mipsel only, when the FTBFS applies
to at least six architectures? shlibdeps will do this for you.

Ah, good catch, this is from previous build iteration. If I remember
correctly, build was failing when libatomic1 package wasn't installed
for mips archs.
I'll check and update it.
