I'll get to work studying rmadison and will work on a backport script that will get the latest version from stretch, stretch/updates, or stretch-backports, then use that for the -v$LATEST_VERSION_IN_STRETCH, and otherwise do the right thing for a package NEW to stretch. rmadison has nice output so this looks possible with a single query!
