My rationale was that the -source packages will mostly be used to locally build the kernel packages and install them with dpkg. The resulting packages depend on loop-aes-utils, so the dpkg install would fail if loop-aes-utils wasnt installed already. I realize the dependency is no good solution for the -source package though, now that you pointed me to it.
