In order to make a new upload to Mentors, it's necessary to first log into the Mentors website, visit the page for the uploaded package, and *delete* it using the "Delete this package" link within the 'Details about package "webmin"' section. https://mentors.debian.net/package/webmin I believe uploads eventually "time out" and are auto-removed from the Mentors website -- offhand I don't recall what the timeout period is, but it's fairly long.
