Thanks for the feedback. I tested the dependencies some more and
uploaded libreoffice-texmaths-0.43-2 with the changes. To summarize:
Depends: libreoffice-draw (>= 4.0), texlive, ${misc:Depends}
Enhances: libreoffice-writer, libreoffice-impress, libreoffice-draw
