dh_auto_test is run when you build the package. Its useful when dependencies change and archive wide rebuilds catch build failures. autopkgtests are run whenever a dependency is changed. You should enable both like in the example commit linked from the wiki page. Btw, I can't see the change in the repo, may be you did not push it.
