It is derived from the package mate-indicator-applet (https://packages.debian.org/stretch/mate-indicator-applet). The code has been considerably reworked to remove redundancy and complexity. For an FYI - the current monolithic budgie-desktop package is being re-architected upstream - there will be several packages that will need to be uploaded when this happens (time-frame as yet unknown) - these I am currently intending to be similarly named "budgie-xyz" - again similar to the current mate-xyz package naming convention.
