It's not building in arch:all as apparently there it has a circular
thing on itself.

Probably arch:amd64 built too much before arch:all (that's due to this
texlive mess), as a result, now apt choose the most recent libgtk-3-bin
which has a version depends on libgtk-3-common that has yet to build.

Probably somebody could build it manually in a place where texlive is
already installed sanely, and force a older libgtk-3-bin, or probably
not.
