It's not building in arch:all as apparently there it has a circular thing on itself. https://buildd.debian.org/status/package.php?p=gtk%2B3.0 Probably arch:amd64 built too much before arch:all (that's due to this texlive mess), as a result, now apt choose the most recent libgtk-3-bin which has a version depends on libgtk-3-common that has yet to build.
