Look into apt-src if you are interested in developing this kind of idea.
The source-dependency approach has many pitfalls, and is not something that
is supported in prime-time Debian right now.

If the source is small, it may be acceptable to duplicate it (especially if
it must stay in sync with a particular version).  In other cases, it makes
more sense to have the existing package build multiple flavours.  In still
other cases, it makes sense to have a -source package and have users build
their own.
