If your program uses svgalib exclusively, you need to build-depend on
svgalib1g-dev only and change the Architecture: line to 'i386' instead
of 'any'.
If your program uses svgalib as one possible display method
(e.g. gnuplot), you can either:
a) build-depend on svgalib1g-dev | svgalib-dummyg1
or
b) build-depend on svgalib1g-dev [i386] and ensure any configure
script (or similar) DTRT when svgalib1g-dev is not available.
