This is true, but it should be irrelevant - "stable" and "woody-proposed-updates" are just treated as equivalent. The real cause of the problem seems to be that you managed to upload -4woody1 on the day before woody released, and got caught in the various archive breakage that ensued. You can probably just put what you uploaded then back in incoming (queue/unchecked) and have it work.
