FWIW, pbuilder's config file specifies the location for pbuilder to build the chroot and packages and also specifies the root-giving commands to use when building. The default is to use /var/cache/pbuilder as the directory, fakeroot to build packages and sudo to gain root when manipulating the chroot. Presumably, if the pbuilder directory is in your home directory (or similar) you do not need actual root privileges to manipulate it. The pbuilderrc has to be edited anyway before the first invokation of pbuilder (to set apt sources, default distribution et cetera). Of course, I haven't actually tried this, but I see no reason why pbuilder couldn't be set up to not require root privileges.
