According to section 10.4 of the Developer's Reference, the Perl regular
expression that a Closes: statement must match is:
/closes:\s*(?:bug)?\#\s*\d+(?:,\s*(?:bug)?\#\s*\d+)*/ig
This is case-insensitive.
