The short answer is yes.

You're encouraged to keep the tarball as much like the original as possible,
including the timestamps on the files and all that, but this can only go
so far.  The file must be in tar.gz format.  If upstream didn't release
a tar.gz file, you will, of course, need to make one yourself.
