Note that the admin can (and probably will) set his website root directory
to point to someplace else, so you should provide a README.Debian file
explaining how your package installed its web stuff if it's not easy to
move it from /var/www.

I think $localstatedir autoconf variable is supposed to be /var on Debian
systems. Its name does sound like it's describing /var/state, but that
directory isn't in the filesystem hierarchy standard (anymore).
