Maarten and I have discussed the prospect of packaging components.cif before [1], as there are more packages needing it. My proposition was to have a separate source+binary package, but again the main blockers were the size and the need for frequent (weekly) updates. Nevertheless I believe it would be worth having package with components.cif, updated at least before each freeze. Then if someone wants up-to-date version, they could use libcifpp package which has a cron script to update the components.cif file.
