If no one else volunteers, I would be able to package and maintain toml11 for 
you.

I actually have some experience packaging C++ libraries and working with 
upstream authors. My most recent C++ library packaged was workflow[1] and I am 
currently working on srpc[2], which is another C++ library.

It would be great if a Debian Developer on this mailing list would be able to 
sponsor the package for me as well as create a repo on the debian med team 
salsa page. I will file an ITP bug and get started.
