Sure. You need to inject the output of what you get when you do
date -R
at the command line.

Same problem as above. Feel free to have a look into any random
debian/changelog file. You'll find a plenty of them in /usr/share/doc/*
since every package comes with the debian changelog. May be the
template is misunderstanding. Feel free to suggest any better syntax
that could be used.
