Debian policy strictly forbids modifying config files of
other packages.

Typically, configuration file "snippets" are dropped into a
configuration files directory.

Other than that, would it not make sense to split the config file ?

As for local changes, a package upgrade will ask the admin
what to do when a local change is detected.
