Pff.  The DebConf network team has pulled wires and has setup wifi in
2008 in a 5* hotel in Argentina[1] for about 250 participants and last
year a camp with different houses was connected from scratch last year
in Switzerland (DebConf 13).  I know that Arne Wichmann was involved and
perhaps I can ask him for hints what to do and how to convince hotel
owners (they do also have soft skills not only technical skills ;-)).

Sounds promising but if not we should ask DebConf people for further
help.
