The README file forbids benchmarking, which is unfortunatly incompatible with the GPL... The CRAN maintainer Andy Liaw <andy_liaw at merck.com> is our last hope. Also, if r-cran-locfit goes in non-free, it is not that bad, because if I understand well you need it for regression tests, and these can be run outside of the build session, using autopkgtest.
