Reopening this thread. Seems back in 2011 there was some effort to get Oscar into Debian.
http://new.oscarmanual.org/oscar_emr_12/developers/installation/12deb indicates upstream is putting some more effort into packaging as deb. Please consider picking up where the last attempt was discontinued. I would love to see Oscar packaged in Debian proper. Regards, Sebastian Hilbert GNUmed team
