Andreas, Putting this under the Debian Med team sounds good to me. I have only worked with the Python Modules Team before, so I will review the policies you referenced o make sure I package it properly. I will send an RFS to the debian-med list when the package is ready for review.
The git / unit test / license issues are something we need to resolve upstream (another developer made some significant changes awhile back, which we will try to merge back in). For now, I will package the "mainline" version (http://pypi.python.org/pypi/hl7).
