svn-buildpackage runs the local lintian. Installing lintian inside the chroot during build would somewhat violate the "clean build environment" mantra. (Yes, I know, the probability of lintian introducing side effects is quite low, but anyway…) So if you do not build on a Sid system, you have to ensure lintian is up-to-date.
