The disclaimer on the website, in the about box and the user manual of DICOMscope does not mean that the software should not be redistributed. It's just a warning to the user in order to make clear what the purpose (intended use) of this software is (and what it is not). So, maybe you should add this disclaimer somewhere to the Debian package documentation. Does this help?
