Here is a discussion with upstream maintainer of igraph. Does anyone
know the answer to these ?

Sure thing. The files that do not have license headers either come
from external sources or they are autogenerated.

1. Should I care about generated files or can I leave them as is?
2. src/blas, src/lapack and src/arpack will not be linked
  to the igraph library if you configure igraph to use external
  implementations of BLAS, LAPACK and ARPACK. Is it necessary
  to add a license to these files as well? The reason why I am asking
  is that these files are autogenerated by f2c from the original
  Fortran sources.
3. src/f2c is required only for internal BLAS, LAPACK and ARPACK
  implementations, so if you configure igraph to link to an external
  BLAS/LAPACK/ARPACK, these files are not necessary.
