Hi David, I do not have much time to comment the contents, but I think that it is good to have a policy. However, other teams have similar policies: I think that we would all benefit from some factorisation. Also, for managing the contents, I have a suggestion: the Debian Reference is using an interesting wiki -> html conversion tool.
