The difficulty here really seems knowing which packages we might help.

Unless an LTS contributor is the maintainer in unstable, no-one might
realise that a non-LTS branch of a package ended up in unstable when we
freeze.

So, I agree that a list of "these are hard for LTS if they're not in
good shape in unstable when Debian releases" would be a very good idea.
