webkit2gtk update in buster

Hi Berto,

Thanks for the updated webkit2gtk package in buster! Since buster is now under 
LTS, it needs a separate announcement (DLA). Are you planning on releasing one 
yourself, or would you prefer if someone on the LTS team handled it?
