I suspect this might be a transient glitch rather than a permanent
problem, but I've collected information from the Journal while I have
the machine available (below). It looks like a problem with either
gnome-shell or ibus.
Thank you for writing the bug report. I've seen this issue randomly
popping up in the openQA tests [1], unfortunately I'm unable to
consistently reproduce the issue.
I've mentioned it in our openQA monthly call [2] and Jordan Petridis
(from GNOMEOS) found this in the log:

There is a segfault in ibus-extension which leads to the keyboard not
working.
I would guess that this issue belongs to ibus.
