pass -O Acquire to bytpass older release archive, also pass --yes and
--force-yes and also must put those in apt.conf (there's no refined
mechanish to put apt.conf.d/xxxfile in chroot either debootstrp, unless use
config/archives )
but of course are a ugly hack way, but works
