There are four steps not documented:

1). Make the media writeable.

2). Where *exactly* to copy preseed.cfg.  Ideally it would copy to the root
of /dev/sdx2 on the media, which should then mount during booting, and the
install look for it there, but...

3). Make the media read-only again.

4). Make the media bootable.
