I believe that checking for /sys/fs/cgroup/systemd existence is enough
to know if the system is currently running systemd. Is it an option to
wrap such a check around the "systemctl enable" call?

Digression: does this bug mean that the build system must itself be
running systemd in order to successfully build a Debian Live system
that uses systemd?
