My mistake. Only fixed in experimental yet, so it will be a while ... If I recall correctly, the workaround I have successfully used is to 'lb bootstrap' followed by 'lb clean', then chroot into the cached bootstrap and install bzip2 there, then proceed with a normal 'lb build'.
