Having failed with these branches, I looked a bit deeper. I tracked down my problems to the commit "Making sure live-config gets started before mountkernfs in order to prevent a race condition with /tmp (Closes: #653673)." [1][2]. Adding this reverse dependency on mountkernfs is preventing live-config from running on my builds. Removing it puts me back at my original question about debugging the startpar live-boot error. Note: the debian-next branch of live-boot only contains edits to metadata.
