In squeeze I use preseeding to change the default user groups. In
config/chroot_local-preseed/preseed-groups I have:

debconf passwd/user-default-groups string audio cdrom dialout floppy
video plugdev netdev powerdev vboxusers fuse dip lp lpadmin
----------
(all on one line in case that email breaks this somewhere...)
