 Ubuntu uses .manifest for its images plus ubiquity requires the .manifest
file to work correctly. On IRC, you suggested separate behavior for Ubuntu
and Debian as a solution to this. However, I want it to have the same
behavior/name to make it easier to compare Debian and Ubuntu builds.

 I think we should just choose .manifest since it means ubiquity will work
instead of bike shedding over the name.

 As a compromise, I'd also be fine if we rename it back to .manifest but
also re-add the packages.txt file with the same format as before.
