built-using-field-on-arch-all-package already exists,
but it has two problems:
1. It is only info, not error.
2. It only checks debian/control.
Packages built from src:gcc-*-cross* (e.g. lib32gcc-s1-s390x-cross)
do not have Built-Using in their debian/control, this is generated
at build time by packaging code that is not even in the same source
package.[1]
