Hi Ben, I think that the GNU all-permissive license is much more in the spirit of the FPL, provided that the lack of permission for modification was just an oversight. https://www.gnu.org/prep/maintain/html_node/License-Notices-for-Other-Files.html Copying and distribution of this file, with or without modification, are permitted in any medium without royalty provided the copyright notice and this notice are preserved. This file is offered as-is, without any warranty. There is also the ISC license, that visually more similar, but has one more explicit requirement, which is to keep the copyright notice.
