"1. You may copy and distribute verbatim copies of the Library's complete source code as you receive it, in any medium, provided that you conspicuously and appropriately publish on each copy an appropriate copyright notice" and assuming that "an appropriate copyright notice" does "identify their use of FLTK" sufficiently. This then permeates the rest of the licence and the additional permission to use section 6 without having to pass on the licence doesn't change that requirement.
