That is true, *as long as* there is such an offer. But, in the present case, there is no such offer, because the Debian Project distributes GPLed software under clause 3a, and *not* under clause 3b. Hence, Ottavio has no offer to pass on in the first place and cannot distribute under 3c, even assuming he distributes in a noncommercial manner.
