They don't *require* a donation.  Though, their page does attempt to
make one feel bad if they don't make a donation.  From the same page you
linked to:

- If you don't care about the future of Elive, and you really think
its possible to live off nothing, or you just can't possibly make a
minor donation, then you can download Elive from a slow server. We
recommend that you verify the MD5sum and download it with 'wget -c'
because sometimes this download stalls.

Then they provide links to two "slow" servers. So, it does appear possible to get the software with no donation at all.
