This may actually be a typo in the Vim documentation. The help specifies that it uses the Open Publication License (the same license used by Steve Oualline for his Vim book) yet the URL is for the Open Content License. Both license texts use the OPL acronym, which may be the cause of the confusion. There's an open bug against Vim (#384019).
