Actually, the base-files package is under the GPL itself, so it's not a random inclusion. It applies to several copyrightable pieces like /usr/share/doc/base-files/FAQ or /usr/share/doc/base-files/README.base -- and even if it wasn't the case, you can take a random string of bits, license it under the GPL and plop into the package. You can do that as every single license there is GPL-compatible.
