That's the typical difficulty in a relicensing effort. That's the main reason why I always recommend people to think about licensing issues as soon as possible and choose an appropriate (and DFSG-free!) license in the early stages of a project (possibly before starting to accept external contributions...). -- :-( This Universe is buggy!
