No, it doesn't. Among other things, it would seem violate the dissident
test. It also has serious problems if the author's email address no
longer works, or if you are on an island with in-island only email.
It also has an interesting wording problem: If you get 10 free emails a
month, then sending one email is free to you. But, ultimately, it still
costs you.
