I think that the phasing "when the Work is made available over a network" should be clarified. For a reader who doesn't read the license and just wants the quick summary, it will look like "made available" means "made available for download" - which isn't what the license say and wouldn't be non-free if it was. -- Henning Makholm "Also, the letters are printed.
