This isn't a new idea; in fact, there are groups in Taiwan which do just that as a revenue-generating business, although I've never heard of anybody doing it for computer programs in particular. Son May is notorious for this; they copy everything from VHS tapes through audio CDs to DVDs, produce their own packaging, and sell them at low prices. There are dozens of similar, smaller operations. In all signatories to the Berne convention, any attempt to import such products should result in the goods being confiscated by customs.
