What's wrong with that? There are many examples of situations where people feel that there's a difference between the meaning of two words, but can't really name it. Consider fruit and vegetables; the dutch words "stoel" and "zetel" ("stoel" being chair, "zetel" being chair as well, with the difference being that a "zetel" is usually situated in the salon, although that's not the entire definition). There are probably others; the difference between "documentation" and "programs" may be one as well.
