I don't know about our Mozilla packages but specifically, but in
general, "whatever system Debian keeps its modifications in" means
"whatever the Debian maintainer chooses to use: possibly the hard disk
of his personal machine, which is neither versioned nor publically
available".

Alternatively, it means "ftp.debian.org, which is publically available
but only stores the current version".
